Nope, "myself" is not on the scene, I am. "Battalion Seven and I are on the scene."  "Myself" is not going to the store, I am. Budget cuts are limiting reimbursements to any and all organizations who rely highly on fed reimbursements from Medicare and Medicaid. That simply means you have limited your potential hiring pool to only a small group of people - there is no way you can be getting the best available people and you know it.  You have cut your potential hiring pool by more than 78% - using 2010 census figures.&lt;/p&gt;&lt;p&gt;Logic dictates if the "best available people " came from Buffalo, there would be no need for a residency rule because no suburbanite would ever score high enough to get hired.  All the top scorers would come from Buffalo, which I would bet, is not happening and that's why the city wants to stack the deck with a residency rule.&lt;/p&gt;&lt;p&gt;You attempt to counter an argument about ethics with a "two wrongs make a right" type of argument.  Whether or not the suburbs allow city residents in their parks is moot to this discussion.  This is about the ethics of eliminating the best potentially available candidates for a job.&lt;/p&gt;&lt;p&gt;If you want to work with your nephews and neighbors, then tell them to run a little faster and study a little harder than the suburbanites!  What you propose - stacking the deck in their favor with "residency points - is akin to nepotism and cronyism - both highly unethical and immoral.&lt;/p&gt;&lt;p&gt;No, a large pool of minority candidates does not mean they will pass the test, that has been proven time and time again in cities like Chicago, New York, Cleveland, Detroit, etc....  That's why the federal government stacks the deck in their favor with hiring quotas and limiting the number of whites able to take the test with things like residency points.&lt;/p&gt;&lt;p&gt;You claim the people that "want it the most and put the most time in always get hired."  Yet, you want to penalize those people because of where they live?  You're talking out of both sides of your mouth, here.  I do agree the people that want it the most are the people that will score the best on the entrance exam.  I do NOT agree with artificially raising somebody's score for ANY reason - residency, military veteran, or belonging to any one of the various minority groups.&lt;/p&gt;&lt;p&gt;Buffalo is NOT autonomous, it relies on its neighbors for all kinds of things, from their tax dollars that pay for its infrastructure to their economic impact on businesses and jobs.
